When I measured with mode three, according to the chip specification, I connected R11 and R12, removed R2 and R9, but I have been unable to measure, and I measured ENABLE1 to be 0.02 volts.

Please help me understand the device TDC7201 operates only with 2 modes, mode 1 for measurements in the range 12 ns to 2000 ns & mode 2 250 ns to 8 ms. Are you calling the combined mode as mode 3 ?
Also why did you connect R11 and R12, removed R2 and R9 ?
