I've responded to your other post on this topic already. We should continue any discussion in that thread. I should clarify that the DSBGA package of the TMP117 has a very good R_θJC(top) value. So if you wanted to use this package to sense from the top side you can do that. I would of course not contact it directly to the skin to protect from ESD and sweat. As you've already mentioned though, the DRV package is more suited for bottom side sensing.
