AWR1642: Custom Board Is Not Detected By USB Comm Port

I had a custom board built that is almost identical to the AWR1642 BOOST except that the RF traces feed to custom antennas that we designed in house. Other than that modification we changed nothing on the boards. That being said when I hook the USB up to the custom board Windows 10 does not display anything on the Device Manager Comm list to represent this device.

I have been working with the AWR1642 BOOST board since version 1.0 and know the bulk of the driver requirements and the process to get the device recognized properly. I have the XDS Emulation Software Package installed as well as all the other necessary drivers to recognize TI's AWR1642 BOOST package without any issue.

We have checked voltage measurements across various resistors / caps and compared to the TI board to discover that all values we have measured are within reasonable tolerance of one another. Reading through the forum I have found issues of people trying to bypass the USB interface by removing R128 & R129, altering wires, and linking common grounds. Since we want to KEEP the USB I verified that no changes have been made that match the procedure to bypass the USB and since we stuck to the TI design out of the TI provided resources I am at a loss at why the device is not being detected by a computer. 

When I plug it in and power it on like I do with the other BOOST modules I have for flashing with UNIFLASH the computer seems to know something is connected through the USB port as it makes an audible sound, but when the device manager list goes to refresh it just remains blank. If the device was detected and missing a driver I know what process to follow to get a proper driver, but this issue is due to seeing nothing added in my port list.

I also on a whim tried to use UNIFLASH since I know all my drivers are present and it fails with the custom boards (I have 4 of them and tested them all) while it works just fine with all my TI boards ( I have 6 of these). Any thoughts??
