First I2C can be issued after the VDD supply to the device has stabilized.

May I double check that opt3001 doesn't need latency time for executing i2c cmd (read/write register) after vdd is set in operating voltage (ex: 1.8v)?
And I didn't find power on/off sequence on opt3001 datasheet. Does opt3001 have power on/off sequence?

From supply stabilized to device operational should not take longer than 300us.
Can you clarify what you mean by power on/off sequence? Device is single supply so does not have any specific requirements in terms of power supply ordering.

May I check that I don't need to control I/O pin after vdd power on for opt3001?
For example, interrupt. I have encountered that need to set interrupt (High/Low) in power on sequence in other IC.

No INT setting is not part of power on seq but it can be controlled through the register settings.
