Allow users close/delete thread which created by herself/himself

Hi,

Sometime a user maybe find the solution/mistake by herself/himself, then the thread should be closed/deleted.

No one needs to get involved in this situation.

So, what about this solution?

  1. A user can delete the thread created by herself/himself, if no other get involved
  2. A user can close the thread created by herself/himself, if other get involved
