Is the VQFN package RGY drawing exposed pad connected internally, and should it be connected to GND in the layout? This appears to be the case in Application Report SLOA122 QFN Layout Guidelines, but wanted to confirm for this device.

Hi David,
From page 25 on the datasheet:

The appropriate plane would be ground for this device - unless you have a specialized heat sink that can be attached to the PCB.
Also as a general rule of thumb for our multiplexers - please see the video here: https://training.ti.com/ti-precision-labs-switches-and-muxes-can-i-leave-unused-pins-floating - mainly the section starting a 2:51 which talks about thermal pads on QFN type packages.
