When the device is not powered, is the COM to NC connection made (low impedance path) or is COM not connected to either NC or NO (both high impedance paths)?

When no power is supplied to the chip there really isn't a defined state so isolation from input to output isn't guaranteed.
The chip itself shouldn't be used in such a way where signals are applied to the I/O paths when it is not powered. This would exceed the abs max rating for the analog voltage inputs (-0.3V to VCC + 0.3V) which will damage the chip.
You may be looking for a device that has the powered-off protection feature. The TS5A63157 is a similar option that has the powered off protection feature. It's referred to in this datasheet as 'Isolation in powred-off mode'.
