These conditions will not damage the device. This device has built in powered off protection which means the input voltage can be up to 5.5V while the VCC is off (0V) and will only have minimal leakage current into the pin (~10uA maximum). Thus, is will never see that 1mA current since the device is not operating and can be seen as an open switch essentially. Lastly, 1mA is not a concern even if the device was operating as the maximum continuous current is rated to 200mA.
