We need to control 3 SPI ICs using the same pins in an SoC. We will be using 2 1:4 MUX IC's for Clock, MISO, MOSI, (Chip Select) will be connected directly. The max clock frequency that we use is 15MHz. Attached image for your reference. The voltage level is 3.3 Volt.

The SN74LV4052A is a good fit for this application based on the configuration, voltage, and frequency you provided.
TMUX1309 and SN74CB3Q3253 are also options that both have higher bandwidth and more features.
