Customer is considering the following circuit configuration, but are there any concerns about this connection method?
If NOx and NCx are turned off in IN1-2, is a pull-up resistor or pull-down resistor required between NOx and NCx?

No; this device is an analog switch and does not care about the voltages at its I/O pins. It is no problem to let them float (unless you're using extremely high frequencies).

So in terms of the physical connection, this should be fine and as Clemens noted, floating those nodes is fine. I don't expect you're using frequencies high enough to worry about, given the bandwidth of the TS3A44159.
That being said, the only concern comes from that bandwidth. Cascading two devices will limit your bandwidth. What frequency is the customer working with? TS3A44159 isn't a very high bandwidth part to begin with (35MHz) so if you don't have much leeway to lose there, you may lose quite a bit of signal integrity.
