Can a CBT-C part receive a -6V input at 0.2 mA without damaging the part?

Part is 74CBT3345C. Converting a -6V input to a positive voltage using a divider network and a +5V supply. The -6V could come up before the +5V supply. There could also be a resistor failure where only the -6V is input to the device. Current limited to 0.2 mA. The CBT3345C part could be a) powered and enabled, b) powered and disabled, or c) not powered, while -6V is present on the input.
