This device does not use transmission gates but single N-channel MOSFETs with a charge pump; see [FAQ] What are the Types of Architectures TI Switches and Multiplexers Use and how do I know which one my device has internally?
A charge pump, especially a small one that can be integrated on the die, will have a much higher output impedance than the VDD supply, so these values are plausible.
