Could you tell me what is the maximum value of On resistance when VDD=3.3V and VS=1.8V or 3V?
I think Figure 3 shows the Typ value, so I would like a graph of the maximum value.

The maximum resistance is at the highest VS, so in your case, the guaranteed theoretical maximum is somewhat less than 4.5 Ω.
Alternatively, take the factor between the specified typical and maximum (2 Ω vs. 4.5 Ω), and apply it to the typical value shown in figure 3.

Clemens is correct here suggesting the 4.5 Ohms value. If we take a look at the 1.5V - 5.5V characteristics, we can see that the max is 4.5 Ohms for Vdd in this window with Vs anywhere from 0 - Vddx2. With your specific application, you could expect just under 4.5 Ohms (somewhere in the range of 4 to 4.5)

Other than the TS3A44159, are there any devices with a maximum on-resistance of 3 ohms or less (@VDD=3.3 V, VS=1.8 V or 3 V)?
The customer is looking for an alternative to the FSA2567MPX and needs a maximum on-resistance of 3 ohms or less.
