In addition to Clements comments(which are correct) I wanted to state that a 16:1 device like the CD74HC4067 is your best option as it can connect 1 main device to 10 other devices.
I also wanted to share a FAQ about multiplexers in uart applications which can help you learn more about this!
Finally based on multiplexer uart requirements this suggestion should work fine in your application!

Sorry to open this thread again. Finally the customer would like to use TMUX1204+TMUX1308 to control the UART lines.
Some outputs of IC2 will be connected to both devices, is there any problem?

Sorry for misunderstanding your initial question.
To better understand your question I just want to clarify some things
Uart is a 2 wire communication protocol where devices can communicate with each other over 2 wires which are the TX and RX lines.
The TMUX1204 and TMUX1308 cannot be used for uart communication because they do not have 2 channels( one for tx signals and one for rx signals)

However if you would like to connect 10 uart devices to 1 main uart device please look at the picture below.
