1. Does Ioff partial-power-down also apply to the control inputs "S" and "OE"?

2. In general, when a TI datasheet specifies "fully specified for partial-power-down applications", does that imply all control inputs and IO pins are high impedance during power off?

    Welcome to the forum! 

    This is correct. Ioff works for both IO pins and logic pins and is representative of a high impedance state during power off. Check out this FAQ for some more information about powered off protection!
