Can SN74CB3Q3257PWRE4 be substituted for the SN74CB3Q3257PWR? I see an old datasheet (2009) with reference to the “E4” version, but it doesn’t list why it is different.

There is no difference. See [FAQ] Why does a logic device's part number have an E4/G4 suffix?

As Clemens said, there is no difference between the devices. The "E4" tag was used to show a device meet a standard that no longer is used.
