Hi Cafain,
The NC pin can float or be tied to GND.
Unused switch channels (1A1, 1A2, 1B1, ....) can be left floating or each side can be tied to GND.
However, the OE pins cannot float. They must be tied to a valid logic level (VCC or GND).
