During supply is ramping,
1. IN is always low case
In most cases, COM is always floating or COM is floating most of the time. For some chips, COM is shorted to GND or shorted to NO for very short period of time. COM becomes floating after VCC is ready.
2. IN is always high case
IN always high is more complicated. At the very beginning of VCC ramp, COM might be floating or shorted to GND, or NO or GND for very short period of time. Then, COM is shorted to NO as it is supposed to be.
