Mark,

The OE threshold is stated in the recommended operating conditions. You can see in the table the Vih will be different depending on the supply voltage to the device.

What is your concern with the specification? Do you have an application issue where a system is not working as expected? Do you have any scope shots of the signal path and diagram of the system? Why are you choosing the SN74CB3T3384 instead a level shifter product?
