If we connect OE pin with GND pin together and use a transistor to enable or disable the device does it have any side effect?
The purpose is to have the lowest power consumption current on this device.

What are you making that saving mA of current in sleep is significant?
The SN74CB3QXXXX devices have an internal chargepump that biases the gate voltage of the pass FETs. Driving a logic high on the OE/ pin should disable the internal charge pump and reduce the current consumption. Unfortunately with this older device we don't specify what the current consumption is when the internal charge pump is disabled. I would expect it to go into the uA range but would need to order some parts and check in the lab.
Since you are not using all the pins of the SN74CB3Q3251 have you considered using one of the newer TMUX devices? There are 4:1 options that will give you a smaller solution with excellent performance, low current consumption, and looks like the TMUX1204 is lower cost.
