Does the TMUX1204 provide isolation if Vdd=0? If not, could you provide another 4:1 mux with this isolation and Ron < 30 Ohms?
Looking at the TMUX1204 datasheet it seems like it only provides control pin protection, as in if the control pins are powered before VDD, then the rest of the chip is protected. I am mainly interested in isolating the output of the MUX when Vdd=0.

You are correct the TMUX1204 only has control pin protection sometimes referred to as fail safe logic. The TMUX1204 doesn't have powered off protection (isolation when Vdd = 0V ).
You can use the ti.com switch selection tool to filter for 4:1 devices and the powered off protection feature.

Devices with powered off protection will have a leakage spec with the test conditions Vcc = 0V. This shows how much isolation there is between the signal path when Vcc = 0V.
Here is the example leakage spec with test condition Vcc = 0V for the TS3A5017. You can see event if 3.6 V is placed on the signal path < 2uA of current will leak through the device.
