The absolute max ratings are stress ratings which indicate the range of voltages that the listed pins can take without damage to the chip. It is not recommended to operate the device past or below the conditions listed in the "typical operating conditions" section. Long term use at these levels will have impacts on the reliability of the chip and it can't be ensured that the functionality will remain the same as the datasheet describes. I would recommend staying within the typical range if possible

The Input/output voltage range on both A and B ports must stay within the supply range. This device is listed as having 'Rail-to-Rail switching on Data I/O ports'. You'll see this on the first page of the data sheet for the SN74CBTL3245A :
This means that the input/output voltage can be anywhere within the range of GND to Vcc for this device. So in the case you mentioned, where Vcc is 3V, your input for ports A and B can safely range from 0-3V.
