I have attached a snapshot from the datasheet which highlights what to do with unused selected lines.
The TMUX1219 does does not have a pull-down resistor so you do not need to have an external resistor for the logic pins. However, if you never plan to toggle the device you could connect the SEL/EN pins to GND. This would ensure that the device doesn't toggle unless there is a shift in your GND voltage.
