What will be state of Device when there is no V+ applied,
Will the device still be in Com-NC mode?

The TS5A23159, device offers powered-off protection - This e2e post has more information
You can see that this device supports isolation when Vcc = 0V in the leakage spec
The TS5A23159 will maintain a high-impedance state on the I/O and digital logic pins when the switch’s supply is unpowered (Vcc=0) ; the COM-NC path will also be high-impedance.
