Hi Parker,
The SN74CBTLV3125PWR can support hot swap applications (up to its abs max I/O voltage) due to its powered off protection feature. This feature allows the device to provide switch input/output isolation while the device is not powered (note that there can be a maximum of 10uA that may leak to the output in worst case conditions).
However, if you are trying to protect against a large in-rush current during a hot swap event, then this device will most likely be unable to be used as it can only sustain a maximum of 128mA.
