There is Cio(OFF) in electrical characteristics however Cio(ON) isn't.
Do you have typical value of Cio(ON)?

    The SN74CBTLVXXXX family of devices do not have Cio(ON) specified in their datasheets.

    What is the need for on capacitance value?

    Are you able to use HSPICE model to address those concerns?

    What do you think about using the SN74CB3Q3384A device that has this 8 pF Cio(ON) value specified in the datasheet?
