SN74CBTLV3383: SN74CBTLV3383 has Internal Pulldown Resistors?

There is no pulldown. Footnote (1) in section 6.3 of the datasheet says:

All unused control inputs of the device must be held at V_CC or GND to ensure proper device operation. Refer to the TI application report, Implications of Slow or Floating CMOS Inputs.
