TS5A3166: Are notes 4 and 5 on the abs max ratings referring to the ESD diode inside..?

We are using a TS5A3166 in some of our products and was wondering if you would explain the notes 4 and 5 in the data sheet, in the abs max table. 

Are these notes referring to the ESD diode inside and if input voltage exceeds the Vcc +0.5V then it starts to conduct through the diode using a small amount of current until it reaches the diodes clamping voltage?  Also what is the power rating of the diode?

    The notes 4 and 5 and the lines VNO/VCOM and VI also take the the ESD diode into consideration. If VNO/VCOM exceed V+ by more than 0.5V the ESD Diode can brake down. If the currents are too high the device can be damaged. same applies to VI, although it can handle voltages up to 6.5V.

    The diodes are designed to comply with the JEDEC JESD22- V C101 and JS-001 standards, as long as the device is within the max ratings. Can you give us more details on what you need the power rating for?
