If the input of CD74HC4006 is 3.3V, power supply is 5V, is the output 3.3V? Can it be used in this application? THanks.

    Short answer, yes.

    I want to expand to help you understand this chips operation better though. With Vcc at 5V, your DC input to output voltage is limited to a max of 5V. This doesn't mean that any signal will translate up to Vcc,but rather any signal you input from 0 to your Vcc (as long as it's within the recommended level of 10V for this part) will safely pass through without damaging the chip.

    So in your scenario, if you supply 5V to Vcc you can put signals from 0 to 5V at the input and you will see the same voltage on the output with no risk of damage from the voltage.
