The TS3A27518E-Q1 has 1.8-V compatible logic threshold that is backwards compatible with 2.5-V and 3.3-V logic thresholds. The supply voltage VCC is independent of the logic voltage (in your case: 1.8-V).
In your case, VCC = 1.8V, this means that your logic inputs can see a maximum voltage of 3.3-V or more specifically 3.6-V as listed in the datasheet.
So if you bias the EN/IN1/IN2 pin at 3.3-V while VCC = 1.8-V, this should work out.
