1.The protection diodes are spec'd w.r.t. ESD ratings as shown below:
Beyond this the values stated in the absolute maximum specs are there so that IC and the protection diodes aren't ruined. Exceeding Abs max/min can cause damage to the protection inside the device.
2. We don't calculate an impedance from I/O to ground. Under normal operating conditions connection is essentially an open circuit - with a small amount of leakage current going into the protection diode(s). Since there isn't current normally flowing from I/O to ground the I/O pin , if left floating, will not pull down the pin.
