1. If we don't give V+ voltage, is PIN 3 conduction? 

If your supply is at 0V, the channel will not be able to conduct (the only thing the output will see is a very small leakage current on the order of 20nA). However, there is a risk of back powering downstream devices as this device does not have powered off protection (see here for more information about powered off protection: https://training.ti.com/ti-precision-labs-switches-and-muxes-simplify-power-sequencing-powered-protection). If you are concerned about this, you may need to choose a mux that has this feature.

2. If we give power for this chip, we can control COM to NO or NC?

Yes, by toggling the IN pin high (>2.4V), you will connect the COM to NO path, while toggling the IN pin low (<0.8V), will connect the COM to NC path.

Hi Jimmy,

If you are asking if we have a device that is active when the VDD/VSS is off, then no, we do not have such a device. We do have variants that have active low logic which will activate the channel when the EN pin is brought low.
