I am working on a project that switches between two 1000 base T networks.
I would like to use the TS3L501E to do this.
Do I need to put magnetics on all of the ports of the TS3L501E or just the single side?

No, those two magnetics in the diagram are not necessary.

DO we risk damaging the mux if we drive the Ethernet lines while the mux is in power down mode or off?
I have seem other manufacturers of Ethernet muxes say that you must apply power to the device before driving Ethernet signals.

In other words, do the ethernet lines going to this part need to be tri-stated until we know the part has stable power?

Yes, driving the ethernet lines while the device is not fully powered will damage the part.

Do you have a recommendation for a tri state buffer (or other solution) that would keep the network traffic isolated from the mux while the mux powers up?
Also, do you know how the multiplexer will be damaged if the ethernet pins are driven before mux powers up?
In terms of the ethernet pins being driven, does it matter if it's AC or DC?
We are AC coupled so if it's only DC that would damage the part then we should be OK, I think.
Hi Adam,
To keep the device safe, it would be best to drive the Ethernet lines low whenever it is not being powered.
We cannot recommend any operation beyond the "Recommended Operating Conditions" in the datasheet. It shows that you should not drive the inputs higher than the supply voltage (in this case 0V). Going beyond VDD will turn on an internal ESD protection diode.
As for the AC coupling, the coupling should happen after our switch. Referring to the operating conditions, the input voltage should never go below 0V.
