ccsv5 installation error (Error in startup script) for windows 7 (service pack 1 ;64 bit)

I am trying to install ccsv5.4 in windows 7 64 bit service pack 1 system.
The installation is failing repeatedly indicating a dialog box labelled "Error in start up script".
I have disabled the antivirus and I am installing it through an offline installer.
I also followed the basic troubleshooting as per TI website.

I am attaching the InstallJammer text file.

Please help me with this issue,

    Hi,
    It's a little hard to tell what's going on because you didn't submit the component logs, but you either have a permission problem or you're running out of disk space and the component installer's unable to create the uninstaller.
    Could you zip up the contents of the installjammer registry's ccsv5 folder and post it here?
    Btw, we've released CCS 5.5 and 6.1.2, is there a reason you're installing CCS 5.4?
