Taking into consideration the device (AM3352), I would first try to check if there is no pre-existing SW running on it (Linux sometimes prevents JTAG access by powering down the debug subsystem). If you can guarantee there is no code running, then the issue becomes of HW nature. (problems with the device power or the reset circuitry).

The reason the message is vague is because the Debug Probe itself has very limited visibility about the status of the core and is unable to make any deeper assumptions about the actual root cause of the problem.
