Code Composer Studio v8.x supports Windows 7 Professional. I am not familiar with "Energy Measurement Design Centre", I will see if I can find someone to confirm Windows 7 support for it. I would be very surprised if it did not support Windows 7.

Yes, the Energy Measurement Design Center (EMDC) supports both Windows 7 and Windows 10. I have personally confirmed this on my PCs.
