I have two suggestions.
The first is unlikely to help, but since it is easy to try I would like to give it a shot. Could you please re-run the PinMux installer to reinstall the tool? I'd like to be sure nothing in the installation has become corrupted.
The second thing we can do is expose the debugging console to see if there are any helpful messages. To do this, navigate to the <installdir>\node-webkit\ folder in your install. Make a copy of the "package.json" file so you can revert these changes later. Open the package.json file in a text editor. Delete the line that looks like ' "toolbar": false,'. Exit and restart the pinmux tool.
When the tool comes up, it should have a nav bar at the top of the window. On the right of the nav bar is a button with three horizontal lines. Click this button to open the debug console. Please post the contents of the debug console window here.

The screenshot you've posted looks as expected. It is showing the board/device/part/package selection drop-downs. It also has the toolbar showing (which is enabled by deleting the line I mentioned). The original screenshot you posted was completely blank.
Are you saying you get a white screen after selecting a device? If so, could you open the console window by clicking the button with the three horizontal lines at the top right of the screenshot (the button is sometimes called a "hamburger button"). Please post the contents of the console window here.

Which device and package are you trying to select? Although, I'm also assuming you've tried other devices and none of them work ...
One more idea to try: exit the PinMux tool and rename this folder to something else: %LOCALAPPDATA%\TI_pinmux . Restart the tool.
The folder caches some configuration data. Maybe this has become corrupted somehow.

I've attached a zip file with three files which I've modified to include some instrumentation. Could you please (backup first) extract this zip over top of the pinmux folder in your install. Once complete, start pinmux and go through the startup sequence. Once hung, open the console as before and copy all the messages logged to the console to this forum thread.

Hi,
I have exact same issue with Pinmux. Solution is very simple. Open file \ti\pinmux_v4\pinmux\index.html inside normal web browser. Firefox in this case works, but Chrome does not.
I have Windows 10 Pro 32bit, and internal webkit browser in pinmux does not work properly at some cases.

This indicates the general area in the code that isn't working, but it doesn't nail down precisely what is wrong. However, that area has been completely removed in the latest version and will be replaced shortly. In the meantime, are you able to either use Firefox with a local install as Jan suggested, or use the online version of the tool available at https://dev.ti.com/pinmux/app.html?
