Preventing flash memory erasure when launching debugger

I am using a section of the flash memory of the device for non volatile storage. I have the linker command file configured so that it does not place any code/constants

in this portion. The program works succesfully. However when I make modifications to my code and reload it, the debugger erases the entire flash. Is it possible to configure the debugger to erase only defined sections of the flash whenever the program is rebuilt or reloaded and how?
