Blackhawk XDS100v2 model D, CCS3.3, F28035: can't connect to the target

I understood that TI officially does not support XDS100v2 under CCS3.3, but Blackhawk claims that its latest version (Blackhawk USB100v2D) DOES support CCS 3.3 for C2000 MCU (http://www.blackhawk-dsp.com/products/..%5Csupport%5Ccompare.aspx#usb100).

the unit was recognized  by XP as "TI XDS100 Channel A/B" and worked under CCS 4.2. however, it failed to connect to the target (TI experiment kit with F28035) under CCS 3.3.

Error connecting to the target:
Error 0x00001200/-1041
Error during: OCS, Target,
Device driver: Problem with the Emulation Controller.
It is recommended to RESET EMULATOR.  This will disconnect each
target from the emulator.  The targets should then be power cycled
or hard reset followed by an emureset and reconnect to each target.
