I have different eval board (EVM OMAP L137), but it comes from same producer (Spectrum Digital). To answer your question. I thing that you already imported CCSv3.3 project into CCSv4. Next step is to create ccxml file as you mentioned. Question is, what kind of emulation tool do you use? If you use USB embedded onboard JTAG, than select from connection menu "Spectrun Digital DSK-EVM-eZdsp onboard USB emulator", which is avaiable for your eval board. I thing that this selection is correct for you. If you use external JTAG, than select it.
Did you try to check your connection by SdConfigEx v4? This software helped me.

This configuration works fine with projects created directly for CCS4 or loadind DM6437 examples, but with importing projects there are some problems to initialize connection.For ejample, in view_preview project, allocated on C:\dvsdk_1_01_00_15\examples
I used that procedure when I imported demo projects, which were created in CCS3.3 by Spectrum Digital. Looking at attached screenshot, you selected as connection "TI simulator". I tried to export CCS3.3 demo project into CCS4 and I used same connection like you. It works for me. But, it could be (or is) another issue which I am not experienced with.
