LAUNCHXL-CC1310: CC1310RGZ

Currently, I am using the LAUNCHXL-CC1310 development board (CC1310 Launchpad Rev: 1.4, CC1310F128RGZ) for red LED turns on, when a certain amount of time has passed (10 sec) and turns off after the ‘on’ period (5 sec).  Also, will you suggest which programmer should I use to upload the code? There are different programmers in the market. 
In this project, after running the project in LAUNCHXL-CC1310 development board successfully, we will implement it on the LAUNCHXL-CC1310 or a custom board. I am a beginner at using this. so, it will be extremely helpful for me if you guide me.
