For debugging, connect the device to the USB port of the computer and the device manager should recognize the TMDSEMU560V2STM-U.
The problem is that Device Manager does not recognize TMDSEM560V2STM-U.
This means that the USB port of the TMDSEMU560V2STM-U purchased is considered to be a problem.

You need to use Code Composer to debug, but there is a problem at the previous stage of debugging.

    I am not entirely sure what is the question of your post, but before return/exchange and in order to save your time, could you test and confirm a few points?

    - Did you try the Debug Probe in a different USB port? Sometimes you can also try a USB 2.0 port instead of the more common USB 3.0 ports. 

    - Did you try the Debug Probe in a different host? There are few rare cases where a specific host simply refuses to acknowledge certain Debug Probes. 

    - Can you compare the lights on your Debug Probe with the details shown in its User's guide? 

    If the Debug Probe is not acknowledged at all by the OS and is under warranty, I surely would proceed with an exchange process. It seems you purchased this from the TI store - in this case, check their process at the help page:

    If the Debug Probe is not under warranty and you are inclined to look into its internals, this developer documented a thorough revival process.
