TIDA-00488: BQ25505 Input Voltage is not consistent

I have designed a harvesting board almost exactly to the reference.  I am using a IXYS SLMD480H12L solar panel instead.  The VOC for the solar panel is 7.65V and the MPP voltage is 6.06V.  When I connect it to the circuit I get 1.782 Volts and it slowly increases.  For example in 15 minutes it will increase to 3.690 volts.  I am getting the MPP current of 18mA.  I would think the voltage would be constant, not varying.  I am also only getting about 70% efficiency.

Any ideas what might be wrong?
