Stepdown voltage from 3.3V to 2~2.6V and connect 110/120V to power

Hi, 

 I am currently making plans to work with the TIDA-03027 reference design as the power adapter design for my project. I just had a couple of questions.

1) I need to step down the 3.3V rail down to the voltage range of 2~2.6V for an LED strip. It was suggested to me to use an additional resistor or a positive three terminal linear voltage regulator. I just wanted to know which one is better to use. I just want nice clean power delivery and low cost.

2) How would I be able to connect external 110V/120V to power the device?
