TIDA-01606: C130 (3kV, 2200pF) between PGND and GND?

Could you kindly tell us the purpose of using capacitor C130 (3kV, 2200pF) between PGND and GND? Isn't both the ground are at the same potential and can be shorted using a zero-ohm resistor or ferrite bead. If at all capacitance is needed then, why of such a high voltage rating. If possible kindly share with us the reference for the same.
