I have the same problem, but I can't delete library .
PSPice version 17.4-2020.
Everytime when I delete library and press apply/ok and when I come back to library menu this library is not deleted.
What to do ??

I am trying to use simulate digital Gates and FlipFlops in PSPice for TI.
Yesterday I couldn't even simulate single inverter , Today after instalation newest program version 17.4-2021 I am able to simulate some of the Gates (but not all) and when I am using Flip Flop I got strange output response.
What I am doing. I created completely new project.
In simulation profile I can't delete highlighted library. Each time when I delete it and I am come back to this window this library stay as it is.
For example when I am using NAND Gate I have proper output response at the gate.
When I am using J-K Flip Flop in T-Flip FLop configuration I have got below response (RED LINES):
Whem I am using AND GATE I've got below error.
At this moment I want to simulate very simply J-K Flip Flop, but in the end I want to add to circuit few more Gates.

In order to remove the nom_pspti.lib, please make sure that you click the X button in the GUI and also click Apply.
If you right click on the component in the schematic, you can select "View PSpice Model." If the nom_pspti.lib has been removed, this will be a basic digital block written by Cadence. If the library issue persists, you will see an encrypted model written by Texas Instruments. Please let me know which model you are seeing.

This is strange behavior and I am not able to reproduce the problem. I have contacted the software developer, Cadence, to assist with this issue.

The developer has recommended the following steps:
1. Close PSpice-for-TI
2. Go to home location <%cds_home%>\cdssetup\OrCAD_PSpiceTIPSpice_Install\17.4.0 and rename pspice.ini
3. Go to home location <%cds_home%>\cdssetup\OrCAD_CaptureTIPSpice_Install\17.4.0 and rename capture.ini
4. Restart laptop
5. Invoke PSpice-for-TI
6. Create new project, edit simulation profile and now remove the library, click apply and then OK.
7. Once again open simulation settings and check if the changes have been saved and deleted library does not show up
