TIDA-01624: JTAG connection issues with LAUNCHXL-CC2640R2

Hello,

I have been working on a custom application using the TIDA-01624 reference design, but have had trouble loading firmware to the board using CCS. I am using the "Test Connection" protocol in the target configuration file, but attempting to connect the device yields the following error:

 Error connecting to the target:
    (Error -235 @ 0xffffff15)
    The data scan-path cannot circulate bits, it may be broken.
    An attempt to scan the JTAG data registers has failed.
    The target's JTAG data path appears to be broken
    with a stuck-at-ones or stuck-at-zero fault.

These are my current target configuration settings:

My current setup is using the CC2640R2 Launchpad with the onboard debugger and a ribbon cable from the XDS110 output on the launchpad. The connector I am using can be found here:

I haven't been able to find the source of this issue even after searching through this JTAG debugging issue:

I have also tried flashing the device using Flash Programmer 2, but the program is unable to detect the TIDA board.

Please let me know if you have any suggestions on going about solving this issue.
