the PSE and PD controller is in this design implemented in a discrete way, for 10BASE-T1L.
For T1S, you do PoDL in a different way, as you have a multidrop architecture. The most simple approach uses a passive coupling network and no PSE or PD controller.

I am not familiar with the concept of a passive coupling network and would like to learn about it. Could you recommend some websites that explain it?
I have the following standards documents:

For T1L, you can also use a passive network only. If you better use a PSE and PD or an engineered PoDL network depends on your system.
For T1S, there is no IEEE standard defining a PSE and PD yet.
On a passive coupling network, you can check the schematic of https://www.ti.com/tool/TIDA-010261 on page 5 and just use this network without the PD controller. The IEEE802.3cg standard you have, also gives an examples on PSE and PD schematics.
