I am designing a power supply based on this reference design and can't find Payton 58599. Is this a custom part form Payton? What are the necessary specifications for this component?

Nathan, yes, this is a custom transformer as is the case for many of our Power Supply Designs. I will follow up with the specs for this transformer upon my return to the office on Monday.

Please find attached the specs of the final transformer. It is a custom part from Nishka Electronics Private Limited.
