can you help me to confirm whether it PMP9656 can up to 280W?

any efficiency curve for 280w(23.3A) can share?

if cannot, any external modification need?

Yes, it is capable of running at 23.3A. Obviously, it will run a little hotter at 23.3A, but only slightly so compared to the 21A that it was designed for. Sorry, we don't have any data past 21A.
